TikTok Releases New Guidelines Before CEO Faces Congress

TikTok has announced updates to its Community Guidelines just as the company’s CEO faces Congress. The new changes to the community guidelines will include regulations around AI-generated content, hate speech, and election integrity. 

The announcement includes parent company ByteDance sharing TikTok’s Community Principles publicly for the first time ever, adding that “these principles are based on our commitment to uphold human rights and aligned with international legal frameworks” as CEO Shou Zi Chew’s meeting with Congress.

In updating its guidelines, TikTok states that it has consulted over 100 organizations around the world, “including its U.S. Content Advisory Council.”

TikTok has specified the new updates will involve regulating AI content. The company states that AI creations depicting realistic scenes must be labeled as such.

“AI can make it more difficult to distinguish between fact and fiction, carrying both societal and individual risks,” TikTok writes. “Synthetic or manipulated media that shows realistic scenes must be clearly disclosed. This can be done through the use of a sticker or caption.”

In his testimony to Congress on Tuesday, Chew said “ByteDance is not an agent of China or any other country…Rather, our approach has been to work transparently and cooperatively with the U.S. government and Oracle to design robust solutions to address concerns about TikTok’s heritage.”

TikTok’s new rules will prevent its one billion global users from sharing synthetic media containing the likeness of any “real private figure.” For public figures, synthetic media will be taken down if it is used for endorsements or violates other policies like hate speech, sexual exploitation, and harassment, according to Media Post.

The company has also added explicit guidelines focused on combating election misinformation and the protection of government and political party accounts.

“There’s clearly a tilt towards benefiting and protecting politicians here –– the people that will ultimately be voting on a TikTok ban,” writes Social Media Today.

These new Community Guidelines will take effect on April 21st.

Remote News Service has added three new markets to its growing list of affiliates.

The news network will now provide services to WXJB-FM near Tampa, WIRY-FM in Plattsburgh, New York, and to Oklahoma City stations owned by Champling Broadcasting — which includes Freedom 96.9.
